Mr Tom Boland, Chief Executive, Higher Education Authority, Ireland:'Irish universities should be characterised by a high level of autonomy, operating within a clearly articulated national strategy and a proportionate accountability system, with a focus on outcomes and performance. The universities, together with other higher education institutions should form a coherent system of higher education, meeting a diverse range of needs through diverse and clear institutional missions. The system as a whole should provide access to higher education through a range of delivery models with a focus always on providing a quality learner experience and it should be resourced to a level appropriate to meeting our ambitions for this important part of the public sector.'
